Why does Death Stranding 2 stall for 3 seconds on my Onda H610M+?

Exploring the wasteland was painful with 3-second stalls. I tried increasing virtual memory, which made disk pressure worse. I used the GamePP BIOS Load Line Voltage Adjustment Wizard to switch to Manual L4 mode and raise VCC from 1.25V to 1.30V. Cinebench R23 showed peak frequency jumping from 4.5GHz to 4.8GHz, and MemTest86 confirmed zero errors. The loading interruptions are gone.
