Cities Skylines II high precision MOD keeps crashing on startup because my WD Black SN850 is missing runtime libraries, do I really need to manually swap system files to fix the environment?

Firing up Cities Skylines II high precision MOD my Western Digital WD Black SN850 2TB NVMe M.2 SSD straight up complained about missing runtimes and DLL checks bombed out causing constant crashes that drove me nuts. Ran the repair scanner and spotted a few busted C++ bits so I hit command line fixes along with registry tweaks and synced driver optimization. Auto repair flopped first go so I swapped a couple system files manually and finally the environment settled. Startup sped up noticeably with much steadier frames. Background memory eased off and anti cheat interference vanished though the whole ordeal tested my patience big time. Plenty of players on forums hit the same wall. Post repair the setup runs healthy now. Even with the tweak compatibility still needs watching.
