Eliminate Power Voltage Fluctuations
Every time I landed a jump in Rule the Waves 3, the screen jitters and frame rate drops, causing real anxiety. I tried lowering graphics quality, which stabilized the frame rate but made the game look terrible, so I reverted. I realized it was a power supply voltage fluctuation. I used GamePP Power Plan Switcher to switch to High Performance mode and manually locked the CPU core voltage. FrameView showed frame generation time converging from 16-22ms to 14-16ms.
