Why does Need for Speed stutter during high-speed racing on B660M-K D4?

During a 300km/h street race, the screen suddenly stuttered; these frame drops are fatal when driving at such speeds and felt like a total bottleneck. I tried disabling C-State in the BIOS, which stabilized the frequency but caused CPU temperatures to spike to 92℃ per AIDA64, making me very anxious. I used the GamePP Power Plan Switcher to set the mode to Extreme Performance and advanced the fan speed thresholds. CPU frequency stabilized at 4.0-4.4GHz per CPU-Z, with temperatures at 76-82℃ per AIDA64 and a 10% multi-core boost via Cinebench R23.
