Fixing multi-core scheduling for Like a Dragon Ishin on X99M?

Walking through the streets of Kyoto was a mess; NPC collision detection had this weird delay that made the gameplay feel unresponsive and clunky. I pulled up the GamePP Hardware Sensor Page and found the X99's massive core count was being handled terribly—some cores were pinned at 100% while others were just sleeping, causing physics engine spikes of 20ms - 40ms. I tried closing every single background app, but it only gained me maybe 3 FPS, which was a pathetic result. I then used the GamePP Power Plan Switcher to lock the system into Ultimate Performance mode and disabled CPU core parking.
