How do I unlock higher frame rates in Kuro no Kiseki on the Vastarmor RX 9060 XT?

I was stuck at 80 FPS in Kuro no Kiseki II because my Vastarmor RX 9060 XT hit a power wall. I tried increasing the page file, but it dropped my FPS to 75, which was confusing. I realized I needed to adjust the voltage. Using the GamePP BIOS Load Line Voltage Adjustment Wizard, I bumped the power limit to 110% and set voltage to 1.05V. 3DMark confirmed core frequency reached 2400MHz. AIDA64 showed stable temps at 65-72°C. Now I get a solid 95 FPS.
