Why does Hitman 3 stutter in crowded plaza areas?

I felt pure anxiety during stealth missions when the screen would stutter during precision kills. I tried setting the fan to 'Silent' in the BIOS, but AIDA64 showed temperatures soared to 95℃, causing immediate thermal throttling. I used the GamePP Fan Curve Configuration Panel to drop the trigger threshold to 60℃ and cut response time to 1s. RivaTuner showed frame times converged to 13-17ms, and AIDA64 confirmed CPU temperatures stabilized at 65-71℃.
