How do I stop severe stuttering and frame rate drops during large-scale player gatherings in GTA V (RP)?

During a large gathering in GTA V (RP), the Cooler Master MasterLiquid B360 Core ARGB could not suppress the CPU's instantaneous power draw, causing core temperature to spike to 90C and frame rate to drop from 60 to 35 FPS. I tried adding more case fans, which reduced temperature but created excessive noise that broke immersion, making me anxious. I used the GamePP Fan Curve Configuration panel to raise the CPU temperature threshold to 88C and changed the fan speed curve from linear to non-linear. Core temperature stabilized at 82-85C per AIDA64, and frame rate stabilized at 60 FPS per MSI Afterburner.
