Why does Expeditions: Rome fluctuate between 60-75 FPS on Vastarmor RX 9060 XT?

Combat FPS dipped to 60-75. Switching to High Performance failed due to background noise. I used GamePP Power Switcher to kill processes and lock the plan. FPS stabilized at 80-85, with core temps at 76-82℃ via GamePP. This sets your baseline.
