How to stop FPS jumping between 30 and 60 in Crysis?

I felt pure anxiety during jungle combat as my frame rate jumped violently between 60 and 30 FPS. I tried enabling Low Latency mode in-game, but it just caused annoying mouse drift without fixing the instability. I eventually used GamePP BIOS Load-Line Voltage Wizard to switch to L2 and lowered Vcore from 1.35V to 1.31V per HWInfo. This worked perfectly; frame times stabilized at 16-19ms per GamePP Frame Time Analyzer, and voltage held steady at 1.31-1.33V per 3DMark monitoring.
