How can I fix high memory latency in Cities: Skylines II with KingBank RAM?

My city simulation crawled with high-precision MODs. The KingBank Black Lord 16GB DDR4 3200 showed 95-110ns latency, causing lag. I tried enabling XMP, but it caused blue screens, which was stressful. Using GamePP BIOS Load Line Voltage Wizard, I manually tightened timings to 14-16-16-32 and raised voltage to 1.25V. AIDA64 confirmed latency dropped to 82-90ns. MemTest86 showed zero errors over 6 loops. Memory temps stayed at 48-53℃, and VRM temps held at 58-63℃. The city now builds instantly without any stuttering or input delay.
