I'm getting random read latency and instant stutters when switching large map areas in Wuthering Waves on a Zhitai TiPro9000 4TB. Why?

This drive has massive capacity, but in a game like Wuthering Waves with tons of fragmented assets, the loading bar just jumps around. It felt like I was using some ancient HDD, which is honestly laughable for a drive this spec'd. The 4K random reads were hitting 15ms - 32ms spikes, leaving the CPU hanging and causing those micro-stutters.
