Why does my CPU throttle during Project Werewulf loading?

I was frustrated by the stutters during loading, with AIDA64 showing the CPU hitting 85℃. I tried cranking up the fan speed, but it didn't lower the temperature effectively. I used the GamePP Hardware Sensor Page to monitor the heat and swapped the thermal paste. HWiNFO recorded the temp dropping to 72-75℃. This export of a new thermal profile stopped the throttling entirely.
