How to stop severe frame drops in Cyberpunk 2077 city center?

Using 2666MHz RAM in Cyberpunk 2077 was torture; the bandwidth was constantly maxed out at 95%+ per GamePP in the city center. I tried lowering all graphics settings to 'Low', but the game looked like a mosaic, which felt like a pathetic sacrifice for a few frames. I used the GamePP Resource Scheduler to maximize memory access priority and expanded virtual memory to 24GB. RTSS showed frame times stabilized from 20-60ms to 15-22ms, and memory temperature stayed at 48-55℃ per HWiNFO monitoring.
