Why does my CPU hit 95℃ during combat in Avowed?

It's unbelievable that such a massive cooler still hits 95℃ per AIDA64 under load; during spell battles, the temperature jumps 15℃ in one second per HWInfo64. I tried limiting the maximum processor state to 99% in Windows; temperature dropped 10 degrees, but I lost 20 FPS per MSI Afterburner, which was a devastating trade-off. I used the GamePP Hardware Sensor Page to detect a 8℃ core delta, reinstalled the cooler, and locked the fan speed to 1800 RPM via GamePP. Max temperatures stabilized at 82-86℃ per AIDA64 monitoring over a two-hour stress test.
