Why does Resident Evil drop from 60 to 35 FPS in corridors?

Exploring dark corridors became nerve-wracking when the frame rate plummeted from 60 to 35 and my mouse felt sluggish. I felt a loss of control. I first tried disabling the device in Device Manager, but while FPS stabilized, all my mouse key mappings failed, which was confusing. I then used the GamePP Peripheral Driver Conflict Detector to set the driver service to manual and cleaned the registry. RivaTuner showed frame time fluctuations drop from 16-42ms to 14-18ms. AIDA64 measured temps at 68-74℃.
