How to fix screen tearing and sluggish response in World War Z: Aftermath?

While exploring unknown planets, I noticed a slight tearing sensation when turning quickly, which is fatal in fast combat. I tried increasing the page file size, but it didn't help and actually dropped my FPS from 70 to 55, making me hesitate. I used GamePP Memory Controller Load Monitor to tighten timings to 16-19-19-38 and raised voltage to 1.35V. AIDA64 verified latency dropped to 74-78ns, HWMonitor showed memory temps at 42-48℃, and HWInfo recorded VRM temps at 58-63℃.
