How to fix FSR 3 micro-stutters on Sapphire RX 9070 XT?

During those epic mythological battles, the FPS counter says 110, but the actual feel is off—there's this subtle, annoying jitter. The Sapphire PULSE RX 9070 XT has insane bandwidth, but with FSR 3 Frame Gen active, the memory controller was hitting irregular delays of 18 - 25ms while processing the interpolated frames. I first tried disabling all 'enhancements' in the driver, which killed the stutter but dropped my FPS back to 55—that's not a fix, that's just giving up. I eventually went into the AMD Tuning panel, nudged the memory frequency to 2550MHz, and set it to 'Compute Mode' priority. In the RivaTuner frame time graph, the jagged spikes were finally crushed down to a smooth 10 - 14ms, and the game feels way more fluid. I tried pushing the frequency to the absolute max, but the screen started flickering, so I backed it down by 50MHz to get it stable. Core temps stay between 66 - 72℃ with fans at 1500 RPM.
