Solving Genshin Impact Micro-Stutters

While enjoying the scenery of Genshin Impact, occasional micro-stutters felt like finding grains of sand on silk. I tried disabling all power-saving options in Windows; while CPU frequency locked, the micro-stutters persisted, making the attempt feel futile. I used the GamePP BIOS Load-Line Voltage Adjustment Wizard to switch to L3 mode and set VCCSA to 1.22V. RivaTuner showed a smooth frame time of 12-16ms, and MemTest86 confirmed zero bit-flip errors. CPU temps stayed at 68-75℃ per GamePP. It's 75℃.
