Stabilize i5 13490F Frame Times
Competitive scenes on my i5 13490F were stuttering due to thread scheduling issues. I tried tweaking Windows power plans, but it didn't help the frame drops. I used GamePP BIOS Load Line Voltage Adjustment Wizard to set LL to L3 and adjusted voltage to +0.01V. Cinebench R23 showed a 5% multi-core boost and stable temps at 78-82℃, verifying the fix.
