Why does Final Fantasy XV stutter during intense group battles?

Group battles in FFXV caused frame times to jump to 45ms, ruining the flow. I disabled my camera in Device Manager, which fixed the stutter but killed my stream. I used GamePP Peripheral Driver Conflict Detector to set Synapse to manual start. RivaTuner showed frame time stabilized at 7-12ms, allowing smooth streaming.
