Fixing Thermalright PA120 SE ARGB response in Destiny 2

During intense raids, the game looked smooth but had these tiny, rhythmic 'twitches' every few seconds that were incredibly distracting. I found the PA120 SE ARGB fans had too much ramp-up delay, letting the CPU spike to 88-92℃ instantly, which triggered a quick clock down and a 15-25ms instruction delay. I tried disabling background services, but the thermal spikes remained—not a real solution. I went into the BIOS, cut the fan start delay from 0.7s to 0.1s, and forced 100% speed once the CPU hit 70℃. RTSS showed frame times tightening from 12-35ms to 14-18ms. The shorter delay caused some slight resonance noise at low loads, but lowering the minimum RPM by 100 solved it. CPU temps now hover at 72-78℃ at 1300 RPM. Everything is finally synced up.
