Why does BioShock 4 crash during underwater city loads on Galax B760M Light D4?

I played it safe and avoided extreme OC, but even at default XMP, the game crashed during loading. I first tried disabling all BIOS power-saving options, but crash frequency actually increased and boot time grew by 12s. I entered the GamePP BIOS Load-Line Voltage Adjustment Wizard and locked memory voltage at 1.37V. MemTest86 showed errors dropping from 5/hour to 0, with VRM temperatures stable at 58-63℃ per HWInfo and VDDQ drops minimized.
