Why does memory latency spike to 118ns during base loading?

Latency hit 118ns and loading took 15 seconds with default 40-40-40-76 timings. I tried XMP, but memory temperature spiked to 58 degrees. Using GamePP BIOS Load-Line Voltage Regulator, I set voltage to 1.28V and timings to 38-40-40-74. MemTest86 showed zero errors, and loading time dropped to 6 seconds.
