How do I fix the slow disk I/O and 90% loading hang on my Onda 9D4-DVH in WoW?

Entering a main city felt like a meditation session because the loading bar would just sit there. The disk controller on the Onda 9D4-DVH was choking on fragmented addon files, with random read speeds hitting a dismal 0.5-1.2MB/s.
