Fixing thermal crashes on Jonsbo CR-1400E in Starfield?

This is honestly pathetic. A 'budget' cooler that lets my CPU drop to 2.2GHz the moment I enter a spaceport is a joke. The CR-1400E Black Edition has such a small surface area that it just saturates; I was hitting 99℃ within five minutes. I tried using the Balanced power plan in Windows, but my FPS tanked from 60 down to 25, which was just depressing. I had to go into the BIOS and force the fans to 90% speed at 55℃ and hard-cap the CPU power at 85W. In RivaTuner, the clocks aren't hitting peak, but they're stable at 3.6GHz - 3.9GHz, which stopped the crashing. I noticed that the idle temps actually went up by 4℃ after the power cap, so I had to rebuild a custom silent curve for low loads. Temps are now 84℃ - 88℃. RAM is holding at 58℃ - 63℃, but this cooler is definitely at its limit.
