Why does FPS jump between 40 and 70 in Star Wars Outlaws ports?

I was extremely annoyed by the jerky frame rates (40-70 FPS) whenever I entered trade ports. I tried lowering the shadow quality in-game, but the temperature only dropped 3℃ while the visuals were ruined, which was just infuriating. I used GamePP Fan Curve Configuration to set a 3s response delay and locked the 70-85℃ range at 1800 RPM. RTSS showed a smooth frame time curve with FPS stable at 55-65, and HWMonitor confirmed the CPU stayed at 76-82℃. No more erratic jumps!
