Fix High-End GPU Voltage Drops

Despite the power of the 4080 Super, frames would plummet from 90 to 45 during intense lighting scenes, which was simply absurd. I recklessly tried increasing the core offset frequency to force performance, but the game crashed twice in ten minutes, proving voltage instability was the root cause. I used the GamePP Load-Line Voltage Adjustment Wizard to set L2 mode and tuned the Vcore to 1.12V. Core frequency stabilized at 2450 MHz per GPU-Z, and AIDA64 showed the temperature returned to 66℃.
