How do I fix texture loading delays in Destiny 2 on RX 9070 XT?

Scene transitions in Destiny 2 took 8 seconds. I increased VRAM pre-allocation, but FPS dropped to 61. I used GamePP DLSS/FSR Sampler to set Manual sampling. 3DMark showed VRAM usage dropping to 12.8GB, and frame times stabilized at 7-12ms.
