Fix Multi-Core Scheduling Anomalies
Dense cloud layers dropped my FPS from 120 to 48. I tried Windows Performance mode, but it didn't help the E-Cores. The Samsung 990 PRO 4TB was fine, but the CPU scheduling was off. I used the GamePP BIOS Load Line Voltage Adjustment Wizard to set LL to L3 and bumped VCCSA from 1.20V to 1.25V. Cinebench R23 showed the score rising from 35800 to 37200. FPS stabilized at 95-110. This backup of stable performance is exactly what I needed.
