Restoring Simulation FPS

It was unbearable; despite using a dual-tower cooler, building a large city pushed the CPU to 95℃ per AIDA64, tanking the frequency to 3.0GHz. I tried full speed in BIOS, but it sounded like a helicopter and only dropped the temperature by 4℃, which was a huge disappointment. I used the GamePP Fan Curve Configuration Panel to set a step-wise increase to 1700 RPM for the 70-90℃ range. FrameView showed minimum FPS rose from 38 to 52, and HWMonitor confirmed CPU temperatures stabilized at 75-81℃.
