How to fix frame skipping in Elden Ring Shadow DLC?

Entering new areas of the Shadow Land causes obvious frame skips due to insufficient memory, which is absolutely maddening. I tried disabling all visual effects, but memory usage only dropped by 150MB, which felt like a useless, superficial fix. I then used the GamePP Resource Scheduler to set the game to highest priority and manually fixed the virtual memory file on an NVMe SSD partition. RTSS showed frame times converged to 8-15ms, and AIDA64 confirmed memory temps at 40-46°C.
