How to fix memory capacity issues on ADATA ValueRAM DDR4 2666?

Trying to run this game on 4GB of RAM is pure torture; just loading a city makes my PC sound like it's about to take off. Since the game wants at least 12GB, the system was forcing 80% of the data into virtual memory, pushing I/O wait times up to a ridiculous 200-350ms. I tried dropping every single setting to the absolute minimum, but while FPS went from 10 to 15, the stuttering was still there—it was just putting a band-aid on a gunshot wound. I eventually locked my virtual memory to 24GB and forced the game process to 'Realtime' priority in Task Manager, while disabling all Windows Update services. In Resource Monitor, the memory pressure dropped from 99% to about 92%. It's still laggy, but at least it doesn't hard-lock the whole PC now. I actually tried 'Realtime' priority first and my mouse started lagging, so I had to dial it back to 'High' to make it usable. RAM temps are 40-45C. I exported these settings via a system image just so I don't have to do this again, and the input response finally feels somewhat acceptable.
