Why is my RX 9070 XT Alloy hitching in Miles Morales?

Swinging through Manhattan felt off; while the counter hit 120 FPS, there was this annoying micro-jitter. The Vastarmor Radeon RX 9070 XT Alloy has insane bandwidth, but the memory controller was hitting erratic 16-22ms spikes during frame interpolation. I first tried killing all driver enhancements, which stopped the stutter but tanked my FPS back to 60—a total step backward. I then dove into the AMD Tuning panel, locked the VRAM clock at 2600MHz, and set the compute mode to priority. Checking the RivaTuner frame time graph, those jagged spikes were crushed down to a steady 9-13ms. I actually pushed the clocks too high at first and got some nasty flickering, so I backed it off by 50MHz to find the sweet spot. Core temps sat between 64-70℃ with fans at 1400 RPM. Ran a 3DMark loop and the frame gen latency stayed rock steady at 5.1-6.4ms. It's a bit of a hassle to tune, but the fluidity is night and day now.
