Why does Ratchet & Clank: Rift Apart stutter during scene switches?

I was devastated when my high-speed dimension jumps were ruined by 100ms freezes, even with 6800MHz RAM. I first tried lowering the memory frequency to 6000MHz in BIOS for stability, but it didn't stop the stuttering and actually dropped my minimum FPS from 55 to 48 per RTSS. I then used the GamePP Resource Scheduler to set the game's main process priority to Real-time and optimized the paging file. RTSS showed frame times converged from 12-45ms to 8-14ms, and HWMonitor confirmed temps at 52-58℃.
