How do I stop Palworld VRAM spikes and frame drops on RX 9070 XT?

I was hunting in Palworld when my Vastarmor RX 9070 XT hit 98% VRAM, causing frame times to jump from 8ms to 15ms per RivaTuner. I tried expanding the page file to 32GB, but it only dropped FPS from 144 to 120. GamePP’s Driver Conflict Detection revealed Razer Synapse was hogging I/O. I set it to manual start. Now, frame times sit at 7-10ms, VRAM is at 85-90% via AIDA64, and GPU temps hold at 62-68°C.
