How to fix interface lag on ASRock H310CM-ITX/ac for Pacific Drive?

While upgrading my car's electronics, the screen would just freeze for about 0.3 seconds, which is a total nightmare during fast-paced gameplay. Checking the logs, I found the ASRock H310CM-ITX/ac PCIe bus was hitting 12-18ms scheduling delays during high I/O bursts, causing frame times to jump wildly between 16-35ms. I tried enabling 'Ultimate Performance' in Windows, but that just cranked the CPU clock without touching the actual interface lag. I had to dive into the BIOS $\rightarrow$ Advanced $\rightarrow$ PCIe Configuration and switch 'Link State Power Management' from Auto to Disabled, while setting the bus priority to High Performance. Using RTSS, I saw the frame times tighten up to a consistent 11-15ms, making the UI feel snappy again.
