Why does Once Human cause CPU spikes and FPS drops on Jonsbo coolers?

While building complex automated factories, I noticed CPU temperatures skyrocketing to 82-85℃ per AIDA64, causing my frame rate to plummet from 90 to 42 FPS. I felt totally robbed of the immersion. I tried limiting the maximum processor state to 99% via Windows Power Plan; while temps dropped to 75℃, the overall performance loss and input lag were disappointing. I then used the GamePP Fan Curve Configuration Panel to steepen the response slope, forcing the fan to 1800 RPM once the CPU hit 70℃. Core temperatures finally stabilized at 72-78℃ per HWMonitor, and frame times smoothed out to 8-11ms per GamePP Frame Analysis.
