Why does Tomb Raider stutter during physics scenes on the 9700X?

I felt total despair while exploring deep ruins; the immersion was shattered by severe stuttering. I noticed my Ryzen 7 9700X frequency was jumping wildly between 3.2GHz and 5.1GHz per GamePP Hardware Sensor. I tried disabling Core Parking in BIOS, but that just spiked my power draw while the stutters persisted. Finally, I used the GamePP Resource Scheduler to set the process priority from Normal to Realtime and locked physics threads to high-performance cores. RTSS confirmed the frame time dropped from 12-48ms to a stable 8.1-11.4ms, and HWiNFO showed voltage steady at 1.15-1.22V.
