Eliminate Emulator Micro-stutter

I was playing complex levels when micro-second screen tearing totally broke my immersion. I tried enabling forced synchronization in the emulator settings, but it didn't stop the stutter and actually pushed input lag over 30ms via RTSS. I then used the GamePP Resource Scheduler to set process priority to Realtime and bumped memory voltage to 1.38V. After this, RTSS showed frame times converged from 15-35ms to 11-14ms, and AIDA64 confirmed latency dropped to 62-68ns. HWiNFO64 showed temps at 45-52℃.
