Why does Metal Gear Solid Delta stutter during quick turns?

I felt totally ripped off; during deep stealth missions, I noticed a jarring tearing sensation when turning quickly, even with 6800MHz RAM. I tried enabling Extreme Mode in the BIOS, but while frequencies stabilized, the system suffered two random reboots during large map loads, which was a disaster. I then used the GamePP Resource Scheduler to set the game process priority to Realtime and restricted background services. Now, frame times are a stable 8-12ms via Frame Time Analyzer, with temps at 46-52℃ per AIDA64 and fans at 1400-1600RPM per HWMonitor.
