How to fix process scheduling lag on Panram GPUs?

Running this on Windows 11 24H2 with driver 561.08, HWiNFO showed background process spikes between 88% - 94% during loads. I tried killing tasks in Task Manager, but that was a total waste of time; load times stayed stuck between 45 - 60 seconds. I eventually dove into System Settings -> Performance Options -> Advanced -> Virtual Memory and locked the paging file size to 16384 MB. After a reboot, GamePP showed memory leak peaks dropped from 14.2 GB to 11.5 GB, and the freezing mostly vanished. However, I still catch a 10ms frame drop the second the open world pops in.
