Why does my frame rate stutter during drop phases in Helldivers 2?

I hated the 12-18ms frame time spikes during drops. I tried lowering graphics, but the input lag persisted. I used GamePP Memory Controller Load Monitor to adjust timings from 16-16-16-39 to 15-15-15-38. After a brief blue screen, I added a +0.02V offset. Now, memory temp is 48-52℃ per GamePP sensors, and VRM stays at 55-60℃. 3DMark confirms the bandwidth boost. I saved the profile.
