How do I fix Relink frame drops with a Noctua NH-D14?

I hated the micro-stutter during Relink group combat. I re-applied thermal paste, but HWiNFO still showed 88°C throttling. I used GamePP Hardware Sensor Page to set front fans to full intake. Frame times dropped from 10.2-14.5ms to 6.5-7.8ms via RTSS. Temps stabilized at 75°C. This saves my sanity.
