Why is my Gainward RTX 5060 tearing in stealth scenes?

I was devastated when horizontal tearing ripped through the center of the screen during stealth assaults, making aiming a total nightmare. I first tried forcing V-Sync in the driver panel, but the input lag was atrocious, making the controls feel like walking through mud. I then switched to the GamePP Frame Time Analyzer, locked the frame generation limit to 60 FPS, and fine-tuned the synchronization offset. The frame generation time converged to 16.1-17.3ms via GamePP, while GPU temps stayed at 62-68℃ per AIDA64 and fans hit 1600 RPM per HWiNFO.
