Why does The Last of Us Part II stutter during stealth segments?

Exploring cities, I'd hit these 0.5s stutters that literally got me killed during stealth. It was infuriating. I tried the 'Ultra Fast Read' mode in BIOS, but it just gave me constant BSODs, proving that peak speed means nothing without stability. I used GamePP NVMe Queue Depth Configuration to set the read queue to 128 and forced a write cache flush. This pushed 4K random reads to 88-95MB/s per CrystalDiskMark, with HWMonitor showing 46-54℃ and SpeedFan reporting 2000 RPM.
