Why does The Last of Us Part I freeze for 0.3 seconds?

I was hyped for the cinematic quality, but that excitement turned to confusion when the screen froze for 0.3s constantly. I initially tried the OS 'High Performance Memory Mode', but the system crashed immediately upon launch. I used the GamePP BIOS Load-Line Voltage Adjustment Wizard to raise voltage to 1.40V and lock the frequency at 6000MHz. Cinebench R23 showed latency stable at 68-72ns, RTSS confirmed no more spikes, and HWiNFO showed RAM temps at 52-58℃.
