I used the GamePP Resource Scheduler to set the memory page allocation to Priority mode and lowered the compression service priority. RTSS showed frame times converging to 12-20ms, AIDA64 confirmed CPU utilization at 65-72%, and CPU-Z measured bandwidth at 88-94%.
