Why is my FPS fluctuating in Palworld with many Pals at my base?

I was so excited to build a huge base, but with 30+ Pals, some cores hit 98% while others sat idle, causing wild FPS swings. I first tried disabling E-Cores in the BIOS; while fluctuations decreased, my max FPS dropped from 80 to 60, which was totally counterproductive. I then used the GamePP Resource Scheduler to set the process priority to Realtime and bound physics tasks to P-cores. Now, core loads are balanced at 65-78% per GamePP, L3 cache hit rate is 92-95% via GamePP, and temps are 62-72℃ per AIDA64.
