Why do I get 0.5s stutters during large monster roar animations?

I was excited to hunt, but whenever a giant monster roared, the screen froze for 0.5s. I first tried disabling Windows power-saving options, but it only gained 2 FPS and raised CPU temps by 5℃ per AIDA64. I entered the GamePP BIOS Load-Line Voltage Adjustment Wizard, switched LL mode to L2, and added a 0.02V offset. Frame times tightened from 15-40ms to 13-17ms per RTSS, and Vcore stabilized from 1.15-1.28V to a flat line per HWInfo with RAM at 1.38V per CPU-Z.
